I believe the George Bowler in the 1870 Stafford Census with Thomas and Ann Bowler is George Adam Bowler, his age, 30, in error. This also points to Lucy M Via, George’s wife, being deceased. Have not found son, William Robert 1866 Bowler, in Albemarle or Stafford Census.
